Summary

include sof-solana-gossip in the release publish sequence ahead of sof
publish the vendored gossip crate through its manifest path with the same special-case flags used by archive verification
make release reruns continue when some crates are already published by detecting crates.io availability and waiting for indexing before downstream crates

Notes

sof-solana-gossip v3.1.8-sof.1 is already published
this change is to let GitHub Releases finish publishing sof v0.7.1 and sof-tx v0.7.1
