Bugfix: Restored truncated phase4_5_tools.py

🐛 Fixed

Truncated phase4_5_tools.py: Commit 37f34d87 (v4.1.0) accidentally removed ~68 lines from the end of this file, truncating evaluate_response_heuristic() and the __all__ export block. This caused the server to fail on startup. (fixes #2)
