PHPAML CLI 1.4.0-beta.1

Pre-stable validation release. Includes the secured public-root architecture, production diagnostics, bilingual CLI improvements, migration rollback, request hardening, structured logs, rate limiting, and updated documentation. Bundles AML, PHP, and Composer for Windows x64, macOS ARM64, and Linux x64. All packages include SHA-256 checksums. This beta is intended for real-application testing and is not yet the stable production release.
