- scandi requires 1715 tech unless it has all scandi cores owned, which it will only need ideological thought
- remove sphere and transfer general prestige loss deleted
- temp fixed kurland broken ai decision
- fixed russia revoke cossack decision
- plc lecyzinski decision works with scandi allied
- abdication of sultan hosayn requirements locked to 1715+
- ottoman maghreb events no longer force a war
