Reoganized the file and added plugin

Plugin added for support of easy selecting the GlowBorderEffectObject.
Moved effect internal files into an internal folder so that the scene glow_border_effect_renderer.tscn and the script glow_border_effect_object.gd is easy to locate without the internal clutter.
