This is the first functional release.
Values like cooldown and delay can't be configured yet.
Cooldown = 60 seconds (before the command can be run again)
Delay = 6 seconds (after the command was issued the player gets teleported)
There is also a feature where the command just denies to teleport the player with a probability of 1:1000.
