Add manual installation steps for libicu73 on Ubuntu.
Updated the action.yml to remove deprecated matrix ids and upgrade checkout action version.

In the above commits I tried to use libicu74 that comes standard on Ubuntu 24 but that does not align with libicu73 against which the qt binaries that are distributed on the official webpage, see https://wiki.qt.io/Qt_6.9_Tools_and_Versions#Ubuntu_24.04_x86_64. |
