Add UTF-8 encoding fix and DLL debug output for Windows build

- MagFDMsolver.cpp: Add SetConsoleOutputCP(CP_UTF8) for Windows to fix
  encoding issues in WebUI when file paths contain non-ASCII characters
- release.yml: Add debug output to list all DLLs in vcpkg bin directory
  and show which patterns match/don't match for better troubleshooting
- release.yml: Add additional DLL patterns (zlib1*.dll, xz*.dll) to
  ensure all LZMA/XZ dependencies are copied
