Added auditable provenance via mem_provenance.
Added diagnostic health reporting via mem_health and persisted project health reports.
Added project snapshots with create, list, and restore flows, plus the codex-agent-mem-snapshot CLI.
Expanded the FastAPI inspector and local UI with provenance, health, and snapshot views.
Filtered diagnostic mem_* verification turns so they no longer pollute derived operational state or AGENTS.md.
