Removes the `consumer` argument from the public `@subscribe` api

The consumer argument is a footgun since consumers are declared by the
build step and if this drifts from the vercel-assigned consumer group
then the handler will not be executed

@subscribe(topic="a", consumer="x")
...
```

**Note:** This is a breaking change but the native queues SDK is
unreleased
