'No rows found' blocking views of headers

For the students/graders/instructors tables under the users tab, when selecting a filter that has 0 matches (in this case selecting inactive under active?), a 'No rows found' box appears and blocks the view of some headers. I can still click on them but I'd expect the view not to be blocked, perhaps by moving the box below the headers or using a flash message instead.
