Scanned exams - best guess feature

If during scanning exams the automatic student matching couldn't find an exact match, it would be good to have a "Best guess" section where we are presented with one or more "best guess" students to select from.

@Naragod a few more details about this issue:

• Currently the split PDF job runs the OCR in a separate process, retrieving the student id or username.
• Only exact matches are saved. So if there's even a one-character difference between what the OCR produces and a student id/username in the database, no match is made.
• I don't want to change the above, but I'd like to see us approach this issue by storing the OCR result in the database somehow, and then using that to suggest close matches when the instructor is doing the manual "Assign Scans" matching. I'd even be okay pre-populating the form with a "suggestion".
