GoalMax foundations

GoalMax adds a persistent goal layer to agent sessions, with coordinated state, progress tracking, evidence, budgets, and linked subagent work.

Use /goalmax <objective> to start a visible engineering goal that keeps its success criteria and progress attached to the session across agent turns.

Cleaner Inspector tabs

The Inspector tabs now read as one continuous control. The vertical separators between Files and Agents, and between Tools and Resources, have been removed.

Runtime and workspace polish

• Improved GoalMax lifecycle integration with the flight recorder and subagent controls.
• Cleaned up multi-agent coordination and handoffs.
• Polished Context panel behavior and the workspace activity pulse.

This beta does not introduce intentional breaking changes.
