docs(release): first-timer deployment guide; harden release workflow

- Add docs/DEPLOYMENT.md: plain-English walkthrough of cutting a release,
  how Velopack auto-update reaches installed clients, SmartScreen, troubleshooting.
- Surface download links + guide from README; cross-link from HANDOFF.
- release.yml: pin vpk to the Velopack library version (1.2.0) and derive a
  canonical vX.Y.Z tag so manual (workflow_dispatch) runs publish correctly.
