feat: upgrade Electron to 39.2.7 and improve IPC compatibility

- Upgraded Electron from 27.3.11 to 39.2.7
- Implemented IPC relay mechanism to replace deprecated `sendTo` API
- Added `sei-relay` channel for renderer-to-renderer communication
- Increased IPC max listeners to 200 to prevent warnings
- Added backwards-compatible sender ID handling for handshake messages
- Replaced `stream-electron-ipc` with in-repo implementations
- Fixed dynamic imports for runtime modules using webpack require.context
