Fix corpus publication when the MCP Deployment is stopped: normalize omitted zero replicas in the Kubernetes Scale response while preserving strict Deployment validation. Add regression tests for initial publication and stop/start cycles, and clarify the verified GKE setup and recovery steps.

Validation: 282 unit tests passed, plus lint, formatting, strict typing, repository hooks and a read-only check of real GKE responses through the corrected validators.

This release triggers paired worker and MCP image builds. After both succeed, deploy v0.1.1 with bootstrap disabled. Post-fix ingestion and Vibe end-to-end remain to be verified; publishing this release does not deploy, ingest or activate a schedule.
