Menu adjustments

-added option to set menu toggle position (default is center because the previous value was hardcoded to be center in the css). There's a slight chance this was somewhat alter some sites where it was overridden but not a huge deal + I'll double check most sites after updating
-adjusted menu animations slightly (removed some), made slide out full width on mobile
-adjusted mobile menu submenus so that the bg colors more clearly show which level they are on
-removed responsive controls that I just added because they'll be irrelevant soon (previous theme that used it will still work in the meantime, or use latest theme and try not to rely on it yet since it's getting replaced soon with core implementation)
-ensured new core blocks will not register to not conflict with PDM tabs, icons blocks
