Account for bug in upstream spec/server implementation for "/actions" endpoint.

The API does not send an error for actions obtained via the "/actions" endpoint. Since "error" is marked "required" in the upstream spec, this is a bug, even though the "error" is nullable. This release fixes this in our version of the spec.

  • Schema (BREAKING): Respect missing error property for "/actions"
