Add compile-time command vs query pipeline behaviors, fail-fast open-generic registration, and opt-in Send metrics on UseTelemetry. 1.0.1 filter bases stay unchanged. Hosts that use BuildingBlocks.Telemetry should take 1.0.1 so IntegrateMediator registers the meter.
