Release v0.8.31

Snow CLI v0.8.31

What's New

• Proxy handling now bypasses the proxy for local and private network addresses (e.g., localhost, 10.x.x.x, 192.168.x.x), enabling direct connections for MCP local services
• Improved thinking feature handling in streaming chat completion: enabled thinking relies on reasoning_effort for better compatibility with third-party APIs, while disabled thinking is explicitly sent
