Patch release after the logveil rename.

• Remove the deprecated python-devlog compatibility shim from the package.
• Remove python-devlog build, test, and publish jobs from CI/CD.
• Rename remaining internal devlog identifiers and messages to logveil.
• Keep the release pipeline publishing only logveil.
