Description

Added is_global parameter and MEMOS_IS_GLOBAL environment variable to support region-based URL routing (Domestic vs. Global/AWS).URL Resolution Priority:
1.base_url argument (Highest)
2.MEMOS_BASE_URL environment variable
3.is_global argument
4.MEMOS_IS_GLOBAL environment variable
5.Domestic URL (Fallback)

  Scenario 1: Default settings (Mainland China URL).
  Scenario 2/3: Explicitly setting is_global="true" or True (Global URL).
  Scenario 4: Setting environment variable MEMOS_IS_GLOBAL="true" (Global URL).
  Scenario 5/6: Overriding region toggles with explicit base_url or MEMOS_BASE_URL.
  Scenario 7: Priority check (Env true vs Arg false).
