fix: localize task skip reasons

Summary

• Localize known backend task skip reasons before rendering them in the Tasks list and detail drawer.
• Add English/Chinese i18n strings for short, trivial, tool-heavy, and repeated-content skip reasons.
• Carry the pending memos local plugin beta version bump and local Claude permissions file present under the plugin directory.
