修复新版 DSH Web/桌面版 Ponytail 设置面板缺失，保留旧版 Settings 接口。支持模式与技能持久化、会话覆盖保留，并修复恢复默认后的模式缓存。真实浏览器验证 DSH 0.1.1-rc.2、0.1.2-rc.1、0.1.5-rc.3、0.1.7-rc.2、0.2.0-rc.2、0.2.1-rc.2，Windows 桌面版 0.2.0-rc.2 通过实测。README、CHANGELOG、构建产物和六版本 CI 已同步；11 项远端 CI 全部通过。核心规则正文未删减。

• Fix issue #3: all nine mode/default/reset/deactivation notice sites now use the producer-owned ponytail source instead of the retired plugin wrapper rejected by V4 sessions.
• Regenerate shipped runtime/declarations and provenance; add real V4 admission and producer-type regression coverage. Core rules, mode precedence and skill-invocation behavior are unchanged.
• Add a dedicated Linux CI persistence job using real DSH 0.2.0-rc.2 core services: normal restart, SIGKILL after flush, exact-prefix recovery, continued writes and projection checkpoints. Offline fixed-response model only, no paid calls.
• Synchronize both READMEs, compatibility/recovery notes, verification documentation, maintenance commands and security boundaries. Remove the outdated release-check version example.

Local verification: 189 durable V4 events, 12 completed turns across four independent processes; pack/install/type/UI/core checks passed. Newer Web native Settings/skill-switch UI is not covered by the V4 core integration.

If an older version already blocked saves, back up visible unsaved content before upgrading and restarting. The fix prevents new retired-source events; it does not automatically repair a poisoned buffer or recover unflushed data. Session overrides remain in-memory by design; saved defaults survive restart.

Restart that profile after upgrading. The fixed-name GitHub asset is the exact npm-published tarball.

Switching Ponytail levels and setting defaults now updates state without waking an idle agent into an extra model turn. State notices are queued for the next real step; explicit review/audit/debt/gain/help requests still start an ordinary turn.

• Fixes #2: replace seven waking status notices with non-waking injection.
• Add installed-package regression coverage for all status branches, immediate prompt updates, and explicit skill invocation.
• Include the English README and bilingual navigation from PR #1 in the npm package.

Verification: core, bundle, distribution, regression, installed-package, TypeScript consumer, and release-link checks passed. Tests exercise the installed command handlers with a controlled host; no live paid model call was required.
