New feature highlight behaviour design

In latest release we modified the way feature are highlighted when the user click on it.

However, there is still some edge case where the view would shift even when not necessary. so let's revisit it for next release

What happened now, there is a "double jump" when you highlight. The second jump can varies in size but depends on the initial conditions ( often when you click on a polygon the edge of the screen). see the attached video

This happen because the function jumpToHighlighted is called multiple time.

• Once when you click on a feature
• Then each time the onPreviewPanelChanged is called which is emitted also on onImplicitHeightChanged and onOpened in MMFormController.qml.

The solutions would be to somehow de-correlate the jumpToHighlighted from the onImplicitHeightChanged and onOpened
