Restores a 90% option in the bridge-controller metrics InputAmountPreset enum by adding PERCENT_90 = '90%' alongside existing presets.

Updates packages/bridge-controller/CHANGELOG.md to document the re-addition of PERCENT_90 after it was previously replaced.
