Updates the core monorepo release version to 947.0.0 and bumps all consumer packages to depend on @metamask/network-controller@^30.1.0 (including lockfile updates).

Promotes @metamask/network-controller to 30.1.0 by updating its package.json version and changelog/release links, and records corresponding dependency bumps in affected packages’ CHANGELOG.md files.
