Each WMDR1.0 XML record is decomposed into a number of ACDD1.3 compliant records to describe the various core features of a WMDS record. This conversion is potentially lossy, because not all information of a WMDR1.0 record is guaranteed to be converted. There is a hierarchical relationship between the resulting ACDD1.3 records that will allow re-composition into a WMDR2.0 record. Re-composition into WMDR1.0 XML is not supported.
The ACDD1.3 "comment" element is used to identify the feature-type described. This uses a controlled vocabulary, initially proposed as follows:
"wmdr:facility"
"wmdr:observation"
"wmdr:equipment"
"wmdr:contact" (?)
As far as possible, ACDD1.3 entities are used directly, sometimes with a slightly relaxed interpretation of the element.
Ample use is made of the ACDD1.3 "keywords" element to encode WMDS-specific information, which may be timestamped, in JSON.

The mapping is detailed in wmdr10_facility_to_acdd13.csv. This file is also intended to provide directives for the conversion.
