Fixes:
- Fix instances where the old strand encoding as +/- was still used to check against True/False.
- Fix coloring coverage by strand when there are no reads on either strand.
- Update pyproject.toml and location of templates so that they are properly installed in non editable install mode, then found by the package.
- Update templates to fix vertical desync when resizing reads track to be less wide.
Internal changes:
- Add internal method to calculate padding on view. Use padding when pulling and filtering/splitting reads for tabs views.
