Implement automated property expiry notifications and status transitions

Problem

PropertyExpiryService exists but automatic transition from ACTIVE to EXPIRED, owner notifications, and renewal workflow may not be fully implemented.

Expected Outcome

Reliable property expiry management with notifications.

Acceptance Criteria

• Daily cron checks for expiring properties
• Notifications at 7, 3, 1 day before expiry
• Auto status change ACTIVE to EXPIRED
• Grace period before archival (30 days)
