I'm face the same problem

But i'm solved the problem. The webpage block by sim network provider

so i'm use vpn Application
now the webpage open and i'm login my mi account.

Brun , let me know if you were able to unlock your bootloader after using vpn or not

I'm not tested using vpn for unlocking. I'm just use mi tool termux and it's work and my bootloader is unlocked successfully
