Pi Pico USB Tests

This release implements some of the USB tests and fix attempts for the rp2040/pi pico. It's based on the latest tinyusb and pico pio_usb with additional patches.

The included firmware is for the regular rp2040/raspberry pi pico as used on the pipico shield and the Waveshare WS2040 Zero (the later is an untested build).
