* Add repo governance files for parity with azure-docs-pr

Bring this repo to in-repo governance parity with the exemplar
(azure-docs-pr) and the other security docsets. Adds the missing
community-health files and quality gates (repo already had
copilot-instructions, stale.yml, markdownlint, SECURITY.md):

- CODE_OF_CONDUCT.md (standalone; links the Microsoft OSS CoC per PR15)
- README.md (real landing page; replaces the CoC-only stub)
- CONTRIBUTING.md, CODEOWNERS (default owner @msmbaldwin)
- .github/policies/disallow-edits.yml (index pattern adapted to security-docs/)
- .docutune/ quality-gate configs

Integrate the July 2026 SFI progress report (fourth report) into the
zero-trust/sfi docset:

- whats-new: refresh latest-report links, security innovations table
  (Azure, Microsoft 365, Windows/Surface, Microsoft Security), and all
  six pillar objective tables with July 2026 progress and PDF page
  anchors. Consolidate Protect networks to the report's three
  objectives (NSP folded into network isolation).
- overview: point "latest report" blog and report links at July 2026,
  move November 2025 to earlier reports.
- Bump ms.date on both articles.

* Add repo governance files for parity with azure-docs-pr (#2259)

* Add repo governance files for parity with azure-docs-pr

Bring this repo to in-repo governance parity with the exemplar
(azure-docs-pr) and the other security docsets. Adds the missing
community-health files and quality gates (repo already had
copilot-instructions, stale.yml, markdownlint, SECURITY.md):

- CODE_OF_CONDUCT.md (standalone; links the Microsoft OSS CoC per PR15)
- README.md (real landing page; replaces the CoC-only stub)
- CONTRIBUTING.md, CODEOWNERS (default owner @msmbaldwin)
- .github/policies/disallow-edits.yml (index pattern adapted to security-docs/)
- .docutune/ quality-gate configs
