"Edit and Resend" DevTools broken (again) (again) (again) in v148.0.3967.70

Edit and resend feature is broken again.
Currently seeing HTTP/1.1 404 Not Found

I'm using release version v148.0.3967.70 (official build) (64-bit) for windows

Is it possible to add a unit test to prevent this from reoccurring?
