0.6.0 — Compute a scalar merit

A scalar merit can be used for proportional representation, if participants can be expected to be candid when voting.

If your participants are strongly opinionated, it's best to use another algorithm for proportional representation ; look for "Osmotic Favoritism", which disincentivizes polarized voting.
