Refactored RebootChecker to use EventLog for detecting system startup
- Changed the method of detecting system startup from querying Win32_OperatingSystem to using EventLog entries.
- Added additional event IDs (12, 13, 6005, 6006, 6013) for better coverage of startup events.
- Fixed overflow issue by using EventID property instead of InstanceId.
- Improved error handling and messaging.
This update ensures that the RebootChecker can detect system startups, even when Fast Boot is enabled.
