v0.9.9.2

This release ships the validated hardening work from the latest comprehensive audit and promotes it as a formal release.

Hardened run_fixup execution safety:
- fixed Oracle Q-quote / mis-splitting
- stop later statements after a statement-level timeout
- replaced recursive topo ordering with a non-recursive implementation
- cleaned up GRANT rewrite temp handling and fixed fixed-name .tmp race risk
Improved compare correctness:
- lazy scope_integrity_dependency_graph_raw construction
- conservative INDEX / CONSTRAINT remap fallback when parent table mapping is missing
- multiplicity-aware SYS_NC / expression-equivalent index matching
Hardened helper tooling and test baseline:
- expert_swarm.py now isolates failures, aggregates all assistant output, and preserves Unicode
- collect_source_object_stats.py now counts CHECK constraints and uses bounded percentile logic
- init_test.py no longer exposes OB passwords on process argv
- local probes and fragile tests were reclassified and stabilized
