hazard-guard heredoc 判定（#116）
- 解释器 heredoc（如
python3 - <<'EOF'）不再因为同一条命令后面 go test -count=1 这类参数被误判为 python -c 而遭拦截。
- 同时收紧了两种此前会被放行的写法：只剥离第一个 heredoc 的正文（以前会把后面所有行一起吞掉）；第一个
<< 必须属于解释器那一段。这类命令现在会被拦截。
