v1.9.1's bump-after-release job requests pull-requests: write; the caller only granted contents: write, causing a startup_failure (job permissions are validated at compile time even when the job is default-off). Adds the permission so the publish workflow compiles + runs. Unblocks shipping 2.1.0.

publish-kmp-library.yml@v1.9.1 declares a bump-after-release job requesting
pull-requests: write. The caller only granted contents: write, so the reusable
workflow failed to compile (startup_failure) even though the bump job is
default-off — job permissions are validated at startup regardless of if:.
