Milestone 0: publish/versioning via Tegami

Bootstrap the Modulora CLI. Publish to the /r/ registry endpoint; version with Tegami.

Tegami adopted: scripts/tegami.mts (GitHub plugin, Version PRs), conventional-commit changelogs under .tegami/, first version run produced CHANGELOG.md + 0.1.0 with the publish lock. npm trusted publishing remains an ops step before the first real publish.
