Fix Windows in-app auto-update signature verification.

Fixed

  • Desktop auto-update — Authenticode check no longer fails because cmd.exe intercepted the PowerShell pipeline; verification uses -EncodedCommand so self-signed release installers (HashValid) are accepted again.
