Read by GET /provider/treasury (provider-stack PR #10); the quickstart serves Horizon at the RPC port's root path, local only. Without it the standin boots but the OpEx card shows no treasury balance.

provider-stack PR Moonlight-Protocol/provider-stack#10 adds an optional
STELLAR_HORIZON_URLconfig read byGET /provider/treasury. This wires it into the section 5b standin env block, pointing at the quickstart's Horizon (same port as RPC, root path — local only). Without it the standin boots fine but the console's OpEx card reads "—" instead of the treasury balance.Verified: standin boots with this block and serves the funded PP balance end to end (lifecycle suite 5 green, per-PP events 12/12).
