Hypno Gif Generator version 0.31.2

I've fixed a major glitch in the program that completely prevented the program from starting on new machines. The only reason why this glitch wasn't caught until now was that it triggered when a value in the settings was either zero or not initialized, and my machine had that setting set to a non-zero value. This has been fixed. I've also changed the icon for the program.
