HPAY Fast Pay Hub hub-v0.2.3

Standalone HPAY Fast Pay Hub

Run this package on Windows, Linux or a VPS and connect it to a
trusted Hacash full node. It is separate from HPAY Miner Full and
never needs user wallet private keys.

When the full node is on the same machine, use
127.0.0.1:8080. Keep port 8080 private. Public hubs require
HTTPS, persistent state, protected hub secrets and backups.

A hub settled response is coordinated L2 state, not automatic
L1 finality. HPAY mainnet Fast Pay remains fail-closed until every
documented production readiness gate is satisfied.
