mods.txt and Sandbox_config.sbc MUST be in the same directory as SE_mods-nogui.exe

Changes:
-Removed requirement to modify Sandbox_config.sbc manually
-Added check for duplicate entries in mods.txt, as far as I can tell there is no possibility for duplicate entries now

Todo:
-Add an option for a GUI which will allow selection of location of Sandbox_config.sbc
