* improve(cli): clean up help output and fully hide internal helper command

- Introduce a consistent custom help layout for the CLI
- Remove `vendor-ini-append` from public command listings while retaining internal functionality
- Replace the default argparse brace-style subcommand display with a cleaner `COMMAND` section
- Widen command/help alignment for better readability
- Apply the same spacing and listing style across all help pages
- Keep the internal helper available for GUI elevation workflows that shell out through the CLI [1][2]

This fixes the confusing case where the internal helper appeared in `audioctl -h` output as a visible command, including `==SUPPRESS==` text [1].
