The streaming engine on a Windows PC no longer owns a terminal window.
The helper that runs it as the signed-in user started it as a plain
console program, so a console sat on the streamed desktop and closing it
stopped the engine and the stream with it; the engine is now created
with its console hidden. The logon task that runs the helper no longer
goes through a .cmd, which flashed a terminal at every logon and engine
restart; it runs through a windowless script host instead.
The bitrate the PC's encoder targets is now the number chosen. Sunshine
takes 20% off the request for FEC and then 512 kbps for audio and
500 kbps for control traffic, on top of moonlight's own 20%, so a 20 Mbps
target was encoding at 18988 kbps. The request now compensates for the
whole chain.
