Distribution boundary — shipped skill relocated into azimuth/

• Runtime skill relocated to the azimuth/ subdirectory. SKILL.md, BEHAVIOR_SPEC.md, gotchas.md, references/, diagnostics/, and domain-policies/ moved (via git mv) from the repo root into azimuth/, joined by a shipped LICENSE copy and a 3-line README.md carrying the version marker. npx skills add MrBinnacle/azimuth now copies only azimuth/; the repo-internal dev harness (.claude/), docs/, evals/, examples/, and landing-page assets are no longer delivered to external users. The documented install command is unchanged — with no root SKILL.md, discovery resolves to the subdirectory. Driven by the finding that the skills CLI (v1.5.9) has no .gitignore / .skillignore / manifest-based exclusion; see docs/adr/0003-distribution-boundary.md.
• Maintenance skills hidden from default install. gap-scanner, reference-authoring, research-scout, and verdict-auditor now carry metadata.internal: true, removing them from the default selectable set on both the clone and blob install paths (installable only under INSTALL_INTERNAL_SKILLS=1). Guarantees a default install resolves to exactly one skill (azimuth).
• Validation realigned to the new layout (lockstep). .claude/hooks/validate-azimuth.sh Checks 1/2/4 retargeted to azimuth/SKILL.md and azimuth/gotchas.md (Rule 4 resolves paths relative to azimuth/); docs/VALIDATION.md updated as the authoritative spec; docs/MAINTENANCE.md gains a Distribution-boundary section and re-pointed paths.

Verification

• Default --list finds 1 skill (azimuth); INSTALL_INTERNAL_SKILLS=1 --list finds 5 (proving internal: true is the active gate); a default --copy install produces a tree identical to azimuth/ (no stray files).
