Ports the upstream fix rakuri255#324 (commit e995049): chardet 6+/7+ breaks an implicit dependency of requests and can prevent UltraSinger from starting. Our environments already show the corresponding RequestsDependencyWarning with chardet 7.1.0. Fresh installs pick the constraint up automatically via uv lock in the install scripts.
