[BEAM-11698] Implementation of bit_xor for Zetasql dialect
Should run the same tests that the existing driver runs. Also includes some updates to the script to handle Jenkins' environment compared to being run locally. That can be enabled with the --jenkins flag. Finally, adjusts the way the script and tests handle missing expansion service jars and addresses, so that the XLang tests will just be skipped and the expansion service not launched if the required flags aren't included in the command.
